Changelog available [here](https://github.com/rust-lang/rust/releases/tag/1.64.0) 1.64.0 doesn't appear to want to bootstrap off 1.61.0 so I've disabled that, but I've confirmed it will bootstrap off this build when using local-unstable, so we can follow up with a commit to re-enable it.

I'm trying to update R5313, but of course the MSRV is now 1.62 :P
