I assume you have to tap the notification on your phone to turn on "File transfer" or I believe with Samsung devices there may be a popup. Are you able to put the phone into "photo transfer" as opposed to "file transfer" or vice versa? Photo mode makes the phone appear as a camera and limits the file browser to Pictures folder in /sdcard/. If the problem persists across both modes, that's one thing, but if it works perfectly in photo mode, well, I have that problem on rare occasion and I assume that's why the setting exists in Android.

Update: running budgie-desktop v10.3.1-404-g128a50a on a Dell Latitude E7450. I have an identical(in software versions) Thinkpad T430s that does not have this issue.

Josh's link up above seems to have moved: here's where I found it. https://solus-project.com/articles/software/third-party/en/

Android Studio is fine, and it installed fine for me out of Third Party, but I still can't open a command line and use ADB or fastboot. That's literally all I want to do, and I would rather drop the binaries in myself that download the entire studio. What's holding back getting the separate packages in the repo/Third Party?

Sorry about the delay, I've been a bit busy.

Solus is designed to be fast and efficient, right? The solution that makes the most sense would be to set the key combo yourself that is best for you.
Have you ruled out hardware issues? It may be specific to your card, or your card may be failing. Can you liveboot another distro and try it, or try using a USB wifi adapter?
