I used the following command as a workaround to the issue.
in the end replace "us,il" with any other languages layouts you want i used "us,il" for both english and hebrew.
also the command enables alt+shift to switch between the languages.

setxkbmap -option grp:switch,grp:alt_shift_toggle,grp_led:scroll us,il

The keyboard layouts I add become gray/deactivated. The applet doesn't show any change. The keyboard selected is always English (US). It's the only one that works.
