My confusion is not alleviated. But anyway, I believe my chances of getting this resolved by reporting it to GNOME myself are slim at best. I like Solus, but adding this to its dubious package inclusion policy, I'll have to regretfully keep looking for my OS of choice. Thanks for your time.

I am confused. The description of "Upstream Issue" project is "This is an issue with the upstream project that must be appropriately relayed to them and resolved". It doesn't seem logical that it is up to the end user, who is not privy to the implementation details, to relay the issue. I am using Budgie. Budgie developers are the users of Gnome, not me.
