From my understanding there has to be #define ETC_TIMEZONE "/etc/timezone"
From a quick look at the mate source code the following files are used for the settings:
Well at least i can reproduce this error on my end with the mate edition on my laptop and on vm. Its not a deal breaker but for people who travel a lot it might be annoying.

This is still an issue. Done a fresh MATE installation a few days ago. No iam sitting in Helsinki airport an cannot change my timezone (error when trying to change settings).
In my /etc/systemd/timesyncd.conf where no entries for ntp servers. So i added a few manually and commented every line in. Now ntp sync semms to be working but i cannot change the timezone.

Dont get me wrong. At the moment iam missing nothing and my first post was just a suggestion when the 3.x branch gets an lts release.
Ok, then maybe stay on version 3.x when it becomes lts would be an option ?

Yes because 3.x was a huge step from 2.x and that was good. It is only a suggestion because in large science projects we like to use software that does not change every x month. Maybe solus could offer the lts and the current version ?

From my perspective it would be better to use the libreoffice-common-dictionaries package. I often change languages in different documents so it would be more practical to have the "common" ones installed.

Well for me virtualbox was always shaky on changing kernels so i have switched to qemu. But is there a chance to go the dkms route for the vbox users ?
And if there is a urgent reason for this just spin up a vm in virt-manager. Takes a few minutes but solves your problem asap

Try to disable the "advanced features" for the trackpad in the bios. This should fix your problem.
