I'm seeing a similar issue with SMB1. The original problem you had was worked around by having SMB2 connection.
This option is not available to me, since I don't control the server, and it apparently uses SMB1 only.
Current config I use:
client ipc min protocol = NT1 client min protocol = NT1

Tested on "5.3.10-134.current #1 SMP PREEMPT" by leaving the laptop sleep overnight without power. The charge dropped to 56% in the morning. I think it's safe to say that the issue is still there.

Ubuntu repository has a rather big reverse dependency graph: https://people.canonical.com/~ubuntu-archive//germinate-output/ubuntukylin.zesty/rdepends/capnproto/libcapnp-0.5.3
@kyrios123 RR itself is not in the repository (yet?) either.
Capnproto is a fairly popular library these days, so it's unlikely that only RR is affected.

This is amazingly helpful, thanks everyone!
What I'm still missing is why Intel ICD'd Vulkan fails to work - it clearly works fine on systems without dedicated GPU.
