And I already have copied /usr/share/applications/gnome-*-panel.desktop files from ArchLinux to ~/.local/share/applications.

Can you explain? I understand it's intended on Budgie but on GNOME Shell, look really strange, what is the purpose? As the action is already available... Having a bigger icon?
