FYI, I had this problem too. It was for me because I had older /home/user backup restored to my new install same user/username folder.
There is something old in there which breaks this, it's not old .bashrc or anything in .config/.cache folder. Those I atleast checked. To fix this create a new user and check if eopkg bash-completion works for it.
