Added missing dependency for python3 and fixed the check mode so tests are correct

Add missing rundeps and a missing builddep. Also fixes so we use py.test3 for py3 build

@kyrios123 Thanks for the comment, I have done the changes you requested.

Changed to pytest3 to be used when we can activate testing for this package for python3 build

in my opinion I think we should have both in a transition period. Most of the other distros have both. Pgadmin4 have not been completely feature complete comparing the old pgadmin3 until lately and there are some that are more comfortable with the old one. We can later deprecate/obsolete pgadmin3 in an update.
