It looks like since this has been closed a Flatpak has been added for it on Flathub https://flathub.org/apps/details/us.zoom.Zoom . Though it isn't directly supported by Zoom themselves, it is definitely functional.

I have lucky fixed this issue and found it is definitely not device specific, as it happened on my integrated sound card too. I fixed the issue by setting the buffer values as described on https://wiki.archlinux.org/index.php/PulseAudio/Troubleshooting#Laggy_sound

After further testing it seems this is mostly happening with Foobar2000 using WSAPI output on Wine. Sadly this is the only way I know to output surround sound from foobar, so it's still a pretty significant issue personally. There is some stuttering outside that too.
