Only problem though it's that this depends on Python 2, but a bit of patching may solve the issue. As for python-pygame the newer release already uses SDL 2.

I can type English, Spanish, Russian and Korean with no issues, but I can't configure either Chinese nor Japanese because Budgie doesn't start the IBus panel, something required by users (which use the JP input) want to change between Hiragana or Katakana for example.
Issue update:
Building the system MinGW-w64 mono and any other lib is not a good idea currently because at the strip step the static libraries end up malformed, leaving both .dll.a (linking DLLs in MinGW-w64 requires these kind of archives) and .a unusable for a build. Setting strip to no and stripping is not a good option either 'cause we won't get the *-dbginfo package.
A solution to this might be a more customizable strip step or doing it in an smarter way (if the path is in /usr/share/mingw or the file is a .dll/.exe use x86_64-w64-mingw32-strip).

Before using snd_aloop I'd recommend trying your luck with a PulseAudio virtual microphone. YMMV but if the software for videoconferencing uses PulseAudio chances are that you can get away with it by creating a PulseAudio loop device. Write this in your /etc/pulse/default.pa configuration file:
