I don't get it. If I provided "description" instead of changelog, would it be accepted? I've created package upgrade requests before with changelog only and had them accepted.

Afaik you can't link to AUR, PPA and another distro's repos. You have to find the original source of the package.
@baimafeima @JoshStrobl So what's wrong?! I think we misunderstood each other.
I thought Josh was suprised that he couldn't provide GtkHash and its file manager extensions in one package. That's why I mentioned that other distros package it separately.

It looks like they only bumped its version to 1.17 without changing anything under the hood.
@JoshStrobl I looked at the repos of Arch, Ubuntu, and openSUSE and the file manager extensions are always packaged separately.

Thanks for the answer. Personally, I had no major problems with TLP on any distro, apart from 3 commands I had to run to have it fully enabled on Solus.
