@ikey From the article referenced above, it appears "net autodetection" was not working with Avahi for autodetecting my network scanner. The workaround was to disable autodetection and specify my printer's network address AND its USB device id within the etc/sane.d/kodakaio.conf that is specific for my printer. What is odd, however, is that I am running a test instance of ubuntu Budgie on another machine, and the scanner was detected without requiring this workaround. I apologize for not being much help on this one!
This has been rectified with the inclusion of the drivers for this model in the sane-backends - 1.0.27 package on 8/12/17. While the particular .conf files were included, a modification was required so that simplescan could autodetect the scanner on the network. Current version of Solus Budgie has corrected this problem on my system. Please close this issue if not impacting other users. Much thanks to the Solus Team for their exemplary work!
