Hi, i don't know if it's the exactly same issue, but the Python Console is unavailable in QGIS. In the plugins menu, there should be a Python Console entry, and in the Manage Plugins > Settings tab, you can see a message telling that Python support is not available.

I have the same symptoms on my home network. It's a wifi AC connection given by the ISP router-modem, and the connection drops even if in network manager it is shown as active and connected. The only solutions is to disconnect and reconnect, but the connection drops again in a few hours. This happens on battery and wired.
