I just tested this from a fully-updated fresh install of Solus Budgie and it now does properly mount sftp to /run/user/<uid>/gvfs

Currently, this appears to only happen when lightdm is used as the display manager. The appropriate mounts are created when using GDM even if you are still using budgie for your desktop.
