I'm also experiencing this. After digging a bit I've found this thread, which seems to suggest the problem may be related to Mutter.

It's not even stupidity. Those are extremely likely to be the most popular languages. The UX in that section makes sense. I have absolutely no reason to desire for it to be changed.

I had the same problem and had to manually re-enable systemd-timesyncd.service. Try running these commands:
- sudo systemctl enable systemd-timesyncd.service
- sudo systemctl start systemd-timesyncd.service
