Solus won't shutdown (recreatable for me)

Description

Every time I shutdown or restart without closing all the running programs (like Software Center, even the Terminal) system is stuck on a black screen showing just an underscore blinking and that's it. I had to kill the power as the only solution.
PS: If I manually close all the programs, things go fine.
My system info:
Version: Solus 4.2
DE: Budgie edition.

I think I have been running in to the same issue a few times. Quite annoying. I am also seeing it on Budgie if that has something to do with it. Though I am still running on an updated install of Solus 4.1 and not a reinstall of 4.2, if it matters.

Budgie just ties into standard systemd / logind interfaces for it over dbus. No reason for it to be Budgie related.
