I see. Could we move it to "Awaiting Package Upgrades"? I will keep an eye on any package updates. Are development versions generally excluded from the repositories?
I'm hesitant to do that since it has been 2 months since their last commit on github. "Awaiting Package Upgrades" is more for approved software that is waiting on an existing package to be updated or for the next release to come out. Since this does not appear to have active development toward the next release, I would rather not prematurely approve it.
I have contacted the developer as I really like to see this one in the repositories. A desktop Chinese-English dictionary is essential for me and I don't always like to use an online dictionary or use my mobile phone. As soon as I have updates, I will let you know.

Project is under active development, second beta has landed. Regarding possible Solus packaging would require some attention upstream.
