Packet Tracer
created by CISCO, offered by NETACAD at https://www.netacad.com/portal/resources/packet-tracer after login
I would like this because I am a student just starting to learn about computers. I try to learn more about linux, solus specifically, but much of my time is spent on school work. I like solus as my OS for learning, researching, programming, and typical workstation and have not yet learned enough about linux or solus in order to be able to add this myself. There is a page on the forum that discusses how to install Pacet Tracer, but I could not use them to install it on my machine.
It is not open sourced. as far as I know it is offered to students enrolled in CISCO's Networking Academy

You said it yourself: Solus cannot ship it.
First, only open source/permissively-licensed applications can be added to the repository, and this is not the case. Secondly, the Packet Tracker is not even freeware but a piece of software offered only to the subscribers of a service: https://www.netacad.com/courses/packet-tracer/faq (although it's free).

You're not the first requesting the Packet Tracer :) T1767
