Add 60-sec delay patch for xboxdrv

Description

When mapping a controller to an emulated Xbox controller with xboxdrv, it takes 60 seconds for the emulated controller to start working. This is a known issue and an accepted pull request has already been created. https://github.com/xboxdrv/xboxdrv/pull/214

I'd propose to add the patch for a better gaming experience until a new xboxdrv release arrives.

You see, the pull request is already accepted upstream. There's just no new release yet.
