libicu update breaks nautilus

Description

After the latest update of libicu to 65.1 nautilus and desktop icons are not working.

When nautilus is started from terminal following error is shown:
nautilus: error while loading shared libraries: libicuuc.so.63: cannot open shared object file: No such file or directory

Your system is clearly not fully up to date, because Nautilus very much works, as does desktop icons under Budgie. Make sure your system is fully up-to-date and you don't have any broken packages.

Indeed I only did required and security updates.
Everything works now.
