sometimes it times out on a package, you just have to run sudo eopkg up in the terminal again

I run several times eopkg up and nothing happens.

Simple test by running wget to repo:

wget https://mirrors.rit.edu/solus/packages/shannon/eopkg-index.xml.xz

It's up, so not sure what you're on about.
