gnome-system-tools is still FUBAR

Description

We all knew user management was broken, but actually everything (time-admin, network-admin and shares-admin) are broken too.

The error message isn't really helping

There was an unknown error communicating with the backends: Launch helper exited with unknown return code 1

Someone added a MAINTAINER.md file for this repo a month ago ?

I'll try to play a little with debian patches to see if something can help, but I recall @JoshStrobl already struggled with them with no luck...

Did the patch help? I can test this on MATE -unstable once you feel it's ready for testing.

@ermo With the patch the applications are starting which is a great improvement but I never used them so I haven't checked in detail if they work fine. Debian has quite a long list of patches for gnome-system-tools, it wouldn't be surprising that we should borrow some of them to fix issues on these outdated apps.

Any testing on this is really appreciated and welcome and it's landed on unstable already! :)

On Solus Mate, I installed the update for system-tools-backends, and now I was finally able to access time and date settings and fix the time zone, thanks a lot !
Edit 1: I did not have to restart or log out and log in again :)
Edit 2: I think for the setting to be remembered after restart, I had to unlock time settings, choose the correct time zone, then lock time settings. But when I restart, my time is the wrong time and then adjusts to the right time, which is a 1 hour difference.
Edit 3: I noticed the time shown on my lock screen is 1 hour behind !
