[RFC] Needs New Maintainer: heroku-cli

heroku-cli was originally included by myself to resolve an earlier package request, as well as for a short while needing it for some contract work. As that contract work has long been concluded and I no longer need to use heroku-cli, unfortunately this has meant that the package has not been properly maintained. I'm currently looking for a new package maintainer that actively and regularly uses heroku. Should also resolve T7833

@JoshStrobl I just came here looking for Heroku on Solus. As a regular user of Heroku I might be interested maintaining this package but I wonder what's the advantage over using Snap?
