Armadillo C++ linear algebra library

Armadillo is a high-quality linear algebra library (matrix maths) for the C++ language, aiming towards a good balance between speed and ease of use.

Solus already packages Eigen, which is similar in scope, and many other distros package armadillo as well; while this is not a reason per se I and possibly many other users would benefit from its inclusion. Currently, I build it from source.

I'm happy to learn the packaging procedure and do this myself but I believe I needed to request it beforehand nonetheless, hence this task.

What is this needed for? Specifically the intended applications. We don't make a habit of including libraries that we don't need for applications.

There's no important application that depends on it as far as I'm aware. It's a linear algebra library, think of an high level interface to BLAS and LAPACK.

If there is nothing that requires it, I see no reason for this to be included. If you need it, you can build it.

I mean sure, I am building it from source right now, but you could say "if you need it you can build it" for probably everything, kernel included ...

Packages are a matter of convenience, right? Guess I'll live with updating it manually :)
