I think it's already included in usb-modeswitch package.

Yeah, we already ship this, just not as a separate package.

Ok i tried three different mobile broadband on solus without connection. I saw that cannot create dir in /etc/rules.d.
With separate package (usb_modeswitch and usb_modeswitch data) on Ubuntu and Fedora mobile broadband work
