  1. There is no such thing as "budgie light theme". Are you referring to Plata?
  2. We are not responsible for the iconography specifically of nm-applet, which you're referring to. I would suggest changing your icon theme, we provide multiple in the repository.

I'm referring to the Plata-Lumine theme with "Dark theme" switch disabled.

Notice that with this configuration panels are colored light and system tray icons change to a dark coloring scheme.

You should file it with the Plata dev then.
