Branding: Budgie still defaults to bogflower

Description

I noticed on a fresh Budgie 3.999 install that on first boot the login screen _still_ defaulted to BogFlower.jpg. Afaik that shouldn't happen.

Yes, it should still happen, because it hasn't been fixed in slick-greeter yet.
