After restart, everything is still in English, but the Language setting was changed to chosen language.

Is it just Indonesian that this is any issue with or all languages (like German, Spanish, etc.)?

I only tried changing the language to Japanese and French

Okay, I just tried switching it to Indonesian and it prompted me to restart. Restart actually just does a session logout, at least with GDM+Budgie (not sure about LightDM+Budgie). My testing yesterday was also fine with:

  • Chinese and some of its variants
  • Korean
  • Portuguese

What does localectl say for you?

Shit, I forgot my laptop's charger. I'm replying from another laptop that didn't have this issue.
I'll give you the localectl output later. Because this issue happen on my laptop and my computer at university lab, just when I'm trying to test Budgie localization.

~ localectl 1
   System Locale: LANG=en_US.utf8
       VC Keymap: n/a
      X11 Layout: us
       X11 Model: pc104

I confirm I was unable to change language from English to Czech on my home desktop PC. What more the window still shows English (United States) after clicking the select button. I have to go up or down the left menu and return back to "Region & Language" tab to see the "Czech" selected. Anyway still English after restart. But on a Solus running as VM guest at work it worked fine but still with the menu issue.
