When you install deja-dup from the software center and select or check "Automatic backup" on the scheduling tab, backups do not run on the schedule specified.
While the backup monitor binary does appear to be installed, I believe the backups are not performed because the backup monitor does not get started on login. Here is the backup monitor paths I can found doing a search of my local disk.
/usr/etc/xdg/autostart/deja-dup-monitor.desktop
/usr/libexec/deja-dup/deja-dup-monitor
Using the tweak tool, there is no option for deja-dup-monitor, and I don't see a way to add it as a direct binary path.
It seems correct that the deja-dup-monitor should be added to the startup applications when deja-dup is installed from the software center.
What would be the correct way to add a binary to run on session startup/login?
