libstrangle, a frame rate limiter for Linux/OpenGL:

Our repositories don't currently contain a frame rate limiter, which is useful for some games, mainly those without a functional v-sync option, or when you want to force a game to stick to a specific stable frame rate below the display's refresh rate capability.

Some RPG Maker games play at the wrong frame rate in Wine. For example the demo for Deltarune, a new game in the works from the creator of Undertale. You can find this mentioned in a couple tests here:
