Budgie panel hide maximized window buttons if screens not aligned

Hi folks,

I have two screens. I noticed a bad Budgie panel comportment if I don't align screens : the maximized window is under the panel, the buttons are hidden.

Budgie bugs should be reported on github, and yes this is a known issue.
