Why should this be included in the repository? If we already offer similar software in our repository or third party, please provide information on what your proposed software does that our existing offerings don’t (differentiators).
Django is a high-level Python Web framework that encourages rapid development and clean, pragmatic design. No, there are no similar software in our repo that can match its potential.

Yes

Who and how many users do you anticipate will use this software?
Many users will be benefited from it especially the back-end developers since it has got a huge community already.

Note that a maintainer will require this repo to be reactivated https://dev.getsol.us/source/python-django/ so that their patch can be applied on top of it (while removing the old unused files). It can't be cloned until it is reactivated.

I can present myself as a maintainer but I can update the application in the repo but not reactivate the repo as you mentioned.
What happens when you activate it and replace it with my current revision?
