This is a plugin allowing pidgin to connect to Matrix, a chat protocol. While we do have Riot in the repos, it's a bit bloated and resource heavy, adding purple-matrix allows you to use a more sensible lightweight chat client to connect to matrix.
Anyone who uses Matrix and wants a light client will likely be using this.
