It's looking for mate-languages which has been introduced in v1.21 of MATE so we can't use it until MATE 1.22 is released.
For the short term, personally I would deprecate all these stuffs because in my opinion it is terrible to offer fully broken stuffs as it gives a very negative user experience. It's better to have nothing than this.
Note that while this issue is **technically* resolved by virtue of the broken functionality being outright removed, it is not the end of this "story". We are actively working with the developer of an alternative tool to provide a replacement and will ship it when it is considered production ready. There are currently issues around avatar and language setting, as well as missing support for setting default groups to assign users to (important since I'd want to set them to lpadmin, as an example).
