file copy causes slowdown Solus 3.999 (hitting swap)

Description

I'm copying 13GB data to other partition (ntfs) in other disk. After copying some data, swap is getting activated which is causing huge slowdown and unresponsive desktop.

Swap is being used, but isn't the source of the problem. I can guarantee that you have merely filled the cache on one of the two or both drives and have simply hit steady-state copy times.
