On the latest budgie desktop, with a clean installation, fully updated sans a few removed packages (transmission, libreoffice, thunderbird, rhythmbox):
If the system alert sound is changed to anything other than default ("bark" for example), the system sounds are completely muted.
That is, for example, volume steps, speakers test on settings and so on - no sound is heard.
Changing back to default, playing with the volume etc. doesn't seems to have any effect.

I am guessing that this is probably due to hardware, as the same thing has happened on my sister's laptop, and that was due to the Intel SST drivers (baytrail era) not working properly on Linux.
