Their provided tarball just contains a .run file, no actual contents for us to properly extract.

I am sorry that I am still not clear about this situation that you mentioned.
What do you mean by the tarball contains just a .run file? Which tool did you use for packacking of Foxit Reader and how you do that?
Please help to describe the whole work flow in more details with some illustrated screenshots.

The download that Foxit provides for the Foxit Reader Linux client is a tarball, which contains an executable FoxitReader.enu.setup.2.2.1025(r231871).x64.run file, as opposed to providing the actual assets like an executable, iconography, desktop file, etc.

Which tool did you use for packacking of Foxit Reader and how you do that?

Given this was going in Third Party, it uses the pspec.xml + actions.py. In that way, we never distribute the source, we'd get it directly from the vendor, then the actions.py performs actions against the source and generates an installable eopkg file. So people can actually install and use it? Providing a tarball, or even a Deb, would be helpful. A .run file isn't.

The fact people can action use our 3rd-Party system and know it is a more trustworthy source. No offense, but just running a .run file you grabbed off the Internet is a terrible idea. You have zero idea about how it'll change your filesystem until it runs.

Yes, the fact it isn't an accepted practice, especially for 3rd-Party, let alone anything I'd ever recommend to a user.

Why should this be included in the repository? If we already offer similar software in our repository or third party, please provide information on what your proposed software does that our existing offerings don’t (differentiators).

Currently Document Viewer is the app to use for viewing pdf documents but for printing on printers at work it is unusable. I need Foxit because it offers more printing options and makes the documents print more neatly. Document Viewer prints never come out as expected.

How many users do you anticipate will use this software?

Not a matter of how. Currently I am forced to install this via the script on Solus because there is nothing that does what it does. Foxit is extremely popular software and now that Acrobat DE is so broken under windows the only alternative is foxit for many because it can be installed as a portable app. People who know, know.

The answer is , as many as there are teachers who use Solus on a daily basis.

Arch and Ubuntu offer foxit in their repos.
