Yes kind of.
Never used surfraw. I'd say the biggest difference is ddgr focus on leveraging DuckDuckgo functions while surfraw is a global command line researcher.
ddgr seems more user friendly too.
EDIT: Don't know how it goes but if the package become accepted for inclusion, the package file is already done.

It's been a month since this has been accepted and marked for needs maintainer. Given nobody has stepped up to provide an accepted patch, marking as wontfix. Feel free to re-open when a patch has been submitted via the appropriate process.
