Steam doesn't save localisation settings

Description

Steam reliable doesn't save the language setting between reboots.

I changed the language from english to german, but it switched back to english after next reboot. The steam client was closed properly before reboot.

It happens every time on two independent PCs. Occurs on Budgie and MATE DE.

Not an issue anymore to me, running Solus Plasma and Steam beta.
