Why should this be included in the repository?

It's a widely used scientific computing software, packages are available for all major Linux distributions. When installing it from source on Solus, there are issues with the interoperability with PyFoam which is essential to evaluate the progress of a simulation. PyFoam is supposed to be installed via pip but gnuplot doesn't work correctly with PyFoam.

If we already offer similar software in our repository or third party, please provide information on what your proposed software does that our existing offerings don’t (differentiators).

There's nothing similar.

How many users do you anticipate will use this software?

Depends how many researchers and students move e.g. from Ubuntu to Solus possibly thousands - it's really widely used

NOTE: There are several forks of OpenFoam e.g. from OpenFoam.com or the Foam-extend project which have a more specific audience. ParaFoam, basically an adapted version of ParaView is part of the ThirdParty packages and "...ParaView uses a permissive BSD license that enables the broadest possible audience..." see https://www.paraview.org/paraview-license/
