The touch keyboard appears whenever the screen is touched, not just when you touch and the cursor goes into a text field (like on mobile OSes). This in practice makes using touch screens for almost anything incredibly obnoxious. Observed on Lenovo Yoga 920.

As an update, when UI scaling is enabled (2x) on a 4k screen, the touch keyboard randomly is too small and to the bottom left corner or behaves normally (at least in the gnome verison)

@ikey Any thoughts? From what I gather following this project this falls into your domain and it seems important to the project given that from the best data I can find ~40% of all new laptops in the US have a touchscreen.

Redone to have a better and more comprehensive explanation of bugs:
- when i touch the screen, independent of any text box interaction, and with touch keyboard off in accessibility, a touch keyboard pops up
- when i turn it on in accessibility it randomly turns on or off independent of user interaction
- the touch screen keyboard doesn't obey 200% scaling most of the time when its turned off in accessibility (but always does when its on), and i cant reproduce when it does/doesn't
