It started after the latest updates (29.01.2018).
My cursor also stutters a lot in the browser while sites are loading.

Event Timeline

This only happens when the /etc/X11/xorg.conf is present.
LDM removed this file, but i recreated it since i'm getting screen tearing without "force full composition pipeline" and without the xorg.conf file the setting does not persist.

Still having this problem. Just enabling "force full composition pipeline", without saving the settings to a file, causes the black thingies to pop on my screens.

The 390.42 nvidia driver supposedly fixed this issue.

Should I create a package request for it or will the devs just take it from here? (I'm new to this dev tracker, sorry)

Starting the browser (Opera) with --no-sandbox fixes my issues, no more black bars flickering and no screen tearing.
