Plasma live ISO does not safe local language install settings

Description

I installed the Plasma Live ISO inside a VM

I set inside the installer for what language and location to choose to the German language and the location to Switzerland_German after reboot of the installation, the system was still in English and I had to change inside the settings to German again.

So this will need some validation (via a new ISO) after fixing the language stuff elsewhere to see if that resolves it.

@Girtablulu are you able to test this again off the 2nd ISO?

There was one a 2nd one on 12th Feb which should have improved locale issues.

@Girtablulu I know you clean installed Plasma recently, did you hit this bug?

After a clean install with a more uptodate ISO this issue didnt occur
