Add Cinnamon-less Nemo to repository

Description

The WebUpd8 team has created a Nemo package without most Cinnamon dependencies in their PPA (https://launchpad.net/~webupd8team/+archive/ubuntu/nemo3). I know that the main reason Nemo is not included is due to its heavy dependency on Cinnamon, but this solves that problem. Can this version be added via Snap as a 3rd party app?

Edit: Nautilus lacks function, and Dolphin, while great, requires some work to function properly, doesn't gel well with themes, and has lots of dependencies. Nemo combines the best of both worlds.

The general situation with the GNOME ecosystem has greatly changed since this was first rejected. Nautilus 43 looks out of place on Budgie due to libadwaita, and the usability of the file manager has been significantly reduced.

Of the available options, Nemo looks to provide the best experience for Budgie users. Packaging Nemo does not add a lot of complexity at this point, requiring only two dependencies and translations to be packaged with it. With internal discussion, it was decided to include Nemo, and make it a part of the default experience for Budgie installations going forward. The value add of this file manager outweighs the small added complexity.

Since its primary use will be for the Budgie experience, I will package and maintain the microstack. :)

Please also add Nemo-gtkhash extension.
