This hasn't been updated in over a decade (more so the fact the changelog indicates 1.08 but 1.07 is provided). Not really comfortable with landing it.

Yep I know, but never found 1.08 even in up to date distro (Fedora 24 and arch)

I could be misunderstanding what you're trying to accomplish here, but couldn't you just have Kodi and Steam opened in separate workspaces and then switch between them using 'ctrl'+'alt'+'left'/'right'?

It's in a HTPC/mediacenter setup so no keyboard. Controller or remote app.
There are many other options:

• I could launch steam and then Kodi from Steam.
• Install wmctrl manually and then I'm up to go.

This is a no blocker, it was just to copy my old setup.
