LibreOffice desktop-shortcut not executable for user

Description

The following issue could be observed on 3 different PCs, two with Solus Budgie and one with Solus MATE (Of course all DE's with active desktops):

It is not possible for me to create an executable desktop-shortcut of any LibreOffice program. After dragging and dropping it from the Budgie/Brisk menu to the desktop it shows no graphical icon (which is similar to other desktop-icons which seems to get their icon after first time launching it). I can not launch LibreOffice through the shortcut it gives me an error "starter for no trustworthy applications" which i can only abort. The created shortcut displays an arrow overay (meaning it is a shortcut) and a lock. All other tested shortcuts ask for permission after first launch and get their correct icon.

Also i cannot change the owner of the LibreOffice shortcuts via GUI as it's owner is root. With help of Marius from Ubuntufun.de i edited the shortcut with nano to make it executable for me.

But i think that is not the wanted behavior as LibreOffice seems to be the only application which owner is root and which creates no executable shortcuts.

For me this is still an issue. Tried on two different computers. One with 3.9999 installed and one with 4.0 install (just mentioning the source of the install). How would I go about to actually allow this?
