Description

Package name: imwheel

Reason: imwheel allows for modification of scrollwheel speed and rebindings of extra mouse buttons on a per-application basis that xcape does not.

Anticipated userbase: I suspect anyone who would like to scroll through content more quickly, or anyone who would like to bind more useful functions than forward/backward to the mouse side buttons, will be interested in using this.

The fact it's not been updated in over a decade is not relevant, it still works fine. Please re-open and add the package to your repositories

No and it is relevant. Our package inclusion policy does not allow for the inclusion of unmaintained software which is dead-on-arrival, it unnecessarily increases the maintenance burden on us, slows down stack upgrades by introducing needless complexity, etc.
