Number of Expected Users: Hard to say but developers and users with hardware issues would all be likely candidates.
Reason for Inclusion: Gives the ability to monitor a specified devices input events which is useful when troubleshooting hardware issues

Note: I've already got a successfully built package(Needed the package for testing) so a patch submission can follow immediately should the triage team accept for inclusion.

I was under the impression that evemu basically surpasses evtest which is in maintenance only mode and no longer gets full support. Is there something that this can do that evemu can't?

And a quick google suggested the author of evtest recommending people switch to evemu back in 2013

I'd be happy to add it if it can do something amazing over evemu but everything I've seen indicates that's not so. Otherwise I direct users to install evemu and use that instead.
