LMMS missing library and VST plugins disabled

Description

when running LMMS:
Please can you add the icu library and path as appropriate, and also enable VST and VSTi plugin support in LMMS (unless of course it's been disabled by LMMS as it can't find icu

I've fixed the icui18n error by rebuilding qt4. The VST message can be removed by enabling 'Sync VST plugins to host playback' in the settings.

thanks for the qt4 rebuild. Can you rebuild LMMS with VST support? It seems to be missing the Vestige instrument required to run VST plugins.

Note: Aside from above mentioned commit and update in unstable, you may need to install wine or wine-32bit to enable some of the Windows-oriented plugins like Vestige appears to be. 32-bit VST plugin support has been enabled however.
